Letter from Rob Tully: GCGV Railyard permit application

Gulf Coast Growth Ventures’ railyard permit application is now available at the Bell Whittington Library in Portland, Texas.  This permit is filed separately from our manufacturing site air permit (PSDTX1518) since the permit will have to be transferred to the third party that will own the railyard. However, the railyard is adjacent to our operating units, so the permit includes the combined emissions for VOCs and Particulate Matter from the manufacturing site and the rail yard. Table 2-1 (below) from the permit shows the annual railyard emissions and the combined GCGV/railyard emissions. As you'll see, the 49.44 tons of VOCs estimated from the railyard are added to the estimated 917.79 tons per year of VOCs from the already submitted base air permit for a total of 967.23 tons per year for the site. It would be incorrect to add 917 + 967 as the total VOCs as some are suggesting.
